United Nations Watch said that as they spoke, a besieged population of 420,000 people, half of them children, were undergoing Russian airstrikes. How could China, Cuba, Venezuela and South Africa be members of the Council and oppose action in this Council to help children? How was it that the United Nations had once again failed to take action?
