少々興味深い反応である。日本政府が「追加」の前に提出していた総括所見へのフォローアップ情報 CAT/C/JPN/CO/2/Add.1（2015年3月13日提出）は、日本政府が慰安婦問題において、2014年8月 - 9月の朝日新聞の訂正などを引いて喧伝されている事実関係に対し反論を記載し始めた報告書である（パラグラフ55、下記（外務省ホームページ）「拷問等禁止条約」にリンク掲載。なお、同じく2015年3月の、社会権規約委員会の第三回定期報告に関する「最終見解に対する日本政府の意見」においても同じ文言を記載した文書を提出している（同「国際人権規約」「2 社会権規約（経済的、社会的及び文化的権利に関する国際規約）」）。
５５．また，この機会に，これまでの国連特別報告者による報告書や人権条約委員会による非難・勧告には，一方的で裏付けの取られていない主張が記載されていることを指摘したい。例えば「慰安婦を強制連行した」とする唯一の証言者である吉田清治氏の証言や慰安婦の数字について［…］
韓国政府は上記には反応せず、その後の「日韓合意」（2015年12月31日）について日本政府が「追加フォローアップ情報」（なお、この報告は外務省「拷問等禁止条約」ウェブページに掲載されていない）で報告すると（2016年6月3日登録）、こちらには即座にコメントしている（前者の登録日と同日に提出）。
この日本の追加フォローアップ報告には、共同記者発表の内容が添付されており今回韓国が指摘した内容もそちらに掲載されておるのだが、本文の方で言及されていないのがお気に召さないらしい（確かに完全スルーしている）。
添付資料に記載されておるのだからワザワザ指摘するほどのことでもなかろうにとウンザリもさせられるのだが、添付資料が読まれない可能性を懸念した、というよりも、やはり反論しなければ日本の報告のコンテクストを認めたことになる、ということだろう。「犠牲者」たちの「名誉と尊厳」に関わるのである。
なんとなれば、今回韓国政府がこのような指摘を行なったところで、委員会の主題たる「犠牲者」たちへの救済に直接資するようなことなど起こり得ず、合意への韓国政府の立場が添付資料にしか無いのはけしからんと抗議しているだけのことである（のみならず、委員会の勧告の文脈からすれば、それに沿うかたちである韓国の主張は、日本政府の報告がどうであれ結果的には「肯定的な措置」として、日本をサポートする恰好になるのだが）。
また、日本による「条件」の履行がいまだに行われていないことを報告し、日本の「誠実な履行」に対する委員会の疑念を煽ろうとしたというのもどうか。期限が切られていないので遅れは起こらないのだが、にしても、日本政府の報告時点で合意後まだ三か月である。ここは履行うんぬんよりも、「条件」を強調することによって、日本が「性奴隷」を認め謝罪と賠償を受け入れたという韓国側の主張を、委員会（国際社会）あるいは国内にもアピールするのが目的のようにおもわれる。2015年3月のフォローアップ報告における日本政府の反論などは、実際に「謝罪と賠償を受け入れた」事実の前には意味がないという訳である。

I wish to refer to the Additional Information by the Government of Japan concerning Paragraph 19 of the Concluding Observations by the Committee against Torture (CAT/C/JPN/CO/2), which provides explanation on the agreement between the Governments of the Republic of Korea and Japan on the "comfort women” issue on 28 December 2015.
2015年12月28日の「慰安婦」問題に関する韓国政府と日本政府のあいだの合意に関する説明を提供する、拷問禁止委員会による総括所見（CAT/C/JPN/CO/2）のパラグラフ19に関する日本政府による追加情報について言及したい。
The Additional Information appears to lack full and accurate explanation on the agreement.
追加情報は、合意に関しての完全で正確な説明が不足しているようである。
To begin with, the Additional Information overlooks the key elements of the agreement and highlights only a part of it. In fact, the agreement consists of the following three elements, the first two of which are not clearly presented in the Additional Information:
まず、追加情報は合意の鍵となる要素を見落とし、その一部のみを強調している。 実際、この合意は以下の三つの要素で構成されており、最初の二つが追加情報に明確に示されていない：
acknowledgement by the Government of Japan of its responsibility for severely injuring the honour and dignity of the "comfort women” with the involvement of the military authorities;
軍当局の関与により「慰安婦」の名誉と尊厳を深く傷つけた責任を日本政府が認め、
sincere apologies and remorse to the victims by Prime Minister Abe in his capacity as Prime Minister of Japan; and
安倍総理大臣による日本の総理大臣としての誠実な謝罪と反省、および
contribution by the Government of Japan of a lump sum funding from its budget to the foundation which the Government of the Republic of Korea will establish for the purpose of providing assistance to the victims,
被害者に支援を提供する目的で韓国政府が設置する財団への日本政府による予算からの資金一括拠出、である。
In addition, paragraph 2 of the Additional Information, which states “the two Governments confirmed that the issue of comfort women is resolved finally and irreversibly” fails to refer to the conditional phrase in the agreement, which reads “on the condition that the above-mentioned measures are faithfully implemented.”
加えて、「両国政府は、慰安婦問題が最終的かつ不可逆的に解決されたことを確認した」という追加情報のパラグラフ2は、「上記の措置が忠実に実施されているという条件で」とうたわれている合意の条件付きの語句に言及していない。
For your reference, I attach hereto the English translation of the remarks of the Foreign Ministers of the Republic of Korea and Japan at the Joint Press Availability on 28 December 2015. While the remarks were delivered in the Korean and Japanese languages respectively, I believe that the attached English translation accurately reflects the remarks by the two Ministers.
参考として、2015年12月28日に共同記者会見において韓国と日本の外務大臣の発言の英訳を添付する。発言はそれぞれ韓国語と日本語で行われたが、添付の英訳は、両大臣による発言を正確に反映していると考える。

Good afternoon. Today, I had in-depth consultations with Minister Kishida on matters of mutual interest, including the “comfort women” issue.

First of all, I would like to thank Minister Kishida for taking the time out of his busy schedule to attend this meeting today.
まず最初に、岸田大臣に、本日この会議に出席するために忙しいスケジュールから時間を取ってくださったことに感謝したい。
As you are well aware, this year marks the 50th anniversary of the normalization of diplomatic ties between Korea and Japan. My government has been sparing no efforts to work out an early resolution of the "comfort women' issue, the most crucial history-related issue between Korea and Japan, in this historic year.
ご存知のように、今年は韓日国交正常化50周年を迎えた。我が政府は、この歴史的な年に、韓国と日本の間で最も重大な歴史問題である「慰安婦問題」の早期解決を目指す努力を惜しみなく行ってきた。
In particular, thanks to the political decision made by President Park and Prime Minister Abe at the November 2nd summit to “accelerate consultations to settle the 'comfort women’ issue at the earliest possible date, bearing in mind that this year marks a turning point in the relations between the two countries as we celebrate the 50th anniversary of the normalization of diplomatic ties,” bilateral consultations has been further expedited centering around the Director-General level meetings as a major channel.
特に、「国交正常化50周年を祝う今年は、両国間の関係に転換期を迎えているということを念頭に置いて、「慰安婦」問題を可能な限り早期に解決するための協議を加速する」ための、11月2日の2回目の首脳会議における朴大統領と安倍総理大臣の政治的決定のおかげで、主要チャンネルとして局長レベル会議を中心に、二国間協議がさらに促進された。
Minister Kishida and I held an intensive round of consultations today, based on the results of the consultations held through various channels, including yesterday's 12th Director-General level meeting.
岸田大臣と私は、昨日の第12回局長レベル会議を含め、さまざまなチャネルを通じた協議の結果に基づいて、本日、集中討議ラウンドを開催した。
As a result, we have been able to reach an agreement acceptable to both sides. So, here today, we would like to announce the results of our meeting today.
その結果、両当事者に受け入れられる合意に達することができた。そこで、本日ここで、本日の討議の結果を発表したい。
First, Minister Kishida will state the position of the Government of Japan on today’s agreement on behalf of the Government of Japan, and then, I will share with you the position of the Government of the Republic of Korea.

The issue of “comfort women” has been intensively discussed so far between Japan and Korea, including through the Director-General level meetings. Based on those outcomes, the Government of Japan states the following.
「慰安婦」の問題は、これまで、日本と韓国のあいだで、局長レベルを通じた協議など集中的に議論されてきた。これらの結果に基づき、日本政府は以下を表明する。
The issue of "comfort women” was a matter which, with the involvement of the military authorities of the day, severely injured the honor and dignity of many women. In this regard, the Government of Japan painfully acknowledges its responsibility.
「慰安婦」の問題は、当時の軍当局の関与のもと、多くの女性の名誉と尊厳を深く傷つけた問題であった。かかる観点から、日本政府はその責任を痛感している。
Prime Minister Abe, in his capacity as Prime Minister of Japan, expresses anew sincere apologies and remorse from the bottom of his heart to all those who suffered immeasurable pain and incurable physical and psychological wounds as “comfort women.”
安倍総理大臣は、日本の総理大臣としての立場で、改めて、「慰安婦」として計り知れない苦痛や身心にわたる癒しがたい傷を負われたすべての方々に対し、心からのお詫びと反省を表明する。
The Government of Japan has been seriously dealing with this issue, and on the basis of such experience, will take measures with its own budget to heal the psychological wounds of all the former “comfort women.”
日本政府は真摯にこの問題に取り組んで来ており、そうした経験に基づき、すべての元「慰安婦」の心の傷を癒やすために、自らの予算で措置を講じる。
More specifically, the Government of the Republic of Korea will establish a foundation for the purpose of providing assistance to the former "comfort women.” The Government of Japan will contribute from its budget a lump sum funding to this foundation. The Governments of Korea and Japan will cooperate to implement programs to restore the honor and dignity and to heal the psychological wounds of all the former “comfort women.”
より具体的には、韓国政府は、元「慰安婦」への支援の提供を目的とする財団を設立する。日本政府は、その予算から、この財団に資金を一括で拠出する。韓国と日本政府は、すべての元「慰安婦」の名誉と尊厳の回復、心の傷の癒しのためのプログラムを行なうために協力する。
Along with what was stated above, the Government of Japan confirms that through today's statement, this issue will be finally and irreversibly resolved on the condition that the above-mentioned measures are faithfully implemented. Also, the Government of Japan, along with the Government of the Republic of Korea, will refrain from mutual reprobation and criticism in international forums, including at the United Nations in the future.
上記を表明するのに加え、日本政府は、本日の声明を通じて、上記の措置が忠実にに実施されるという条件で、この問題が最終的かつ不可逆的に解決されることを確認する。また、日本政府は、韓国政府とともに、今後、国連などの国際フォーラムにおいて、互いの非難と批判を控える。
Regarding the above-mentioned budgetary measure, the expected amount will be around 1 billion Yen. What I have stated is the outcome of consultations held under the instruction of the leaders of both countries, and I am confident that Japan-Korea relations will thereby enter a new era.
上記の予算措置に関しては、予想される金額はおよそ10億円である。私が述べたことは、両国首脳の指導のもとに行われた協議の結果であり、日韓関係が新たな時代に入ると確信している。

Now, I would like to state the position of the Government of the Republic of Korea on today's agreement.

The issue of "comfort women” has been intensively discussed so far between Korea and Japan, including through the Director-General level meetings. Based on those outcomes, the Government of Korea states the following.
「慰安婦」問題は、これまで、韓国と日本のあいだで、局長レベルを通じた協議など集中的に議論されてきた。これらの結果に基づき、韓国政府は以下を表明する。
The Government of the Republic of Korea takes note of the statement by the Government of Japan and the measures leading up to the statement, and, along with the Government of Japan, confirms that through today's statement, this issue will be finally and irreversibly resolved on the condition that the above-mentioned measures stated by the Government of Japan are faithfully implemented. The Government of the Republic of Korea will cooperate in the measures to be taken by the Government of Japan.
韓国政府は、日本政府の声明とこれまでの措置に留意し、上記の日本国政府の措置が忠実に実施されることを条件として、本日の声明を通じて、日本政府とともに、この問題が最終的かつ不可逆的に解決されることを確認する。韓国政府は、日本政府によって実施される措置に協力する。
The Government of the Republic of Korea is aware of the concern of the Government of Japan over the memorial statue placed in front of the Embassy of Japan in Seoul with respect to the maintenance of the peacefulness and respectability of its mission, and will make efforts to appropriately address the concern, including through consultations with relevant groups on possible responses.
韓国政府は、ソウル日本大使館前に設置された記念像に対して、公館の平穏と尊厳の維持への尊重に関する日本政府の懸念を認識し、可能な対応に関して関連団体との協議を通じてなど、懸念に適切に対処するよう努力する。
The Government of the Republic of Korea, along with the Government of Japan, will refrain from mutual reprobation and criticism in international forums, including at the United Nations in the future, on the condition that the measures stated by the Government of Japan are faithfully implemented.
韓国政府は、日本政府による措置が忠実に実施されることを条件に、日本政府とともに、今後、国連などの国際フォーラムにおいて、互いの非難と批判を控える。
This concludes the position of the Government of the Republic of Korea.

I am very pleased to announce here today that, working together, Minister Kishida and I have finally wound up the long and difficult negotiations on this issue before the end of this year, the 50th anniversary of the normalization of diplomatic ties between Korea and Japan.
ここで本日、共に働いた岸田大臣と私が、韓日国交正常化50周年を迎える今年の終わりを前に、この問題に関する長く困難な交渉をついに終えたことを発表するのを非常に喜ばしく思う。
I sincerely hope that the measures to follow up on today's agreement will be faithfully implemented and thereby restore the honor and dignity and heal the psychological wounds of the victims who have had to endure so many years of agony.
本日の合意を踏まえたフォローアップ措置が忠実に実行され、それによって長年の苦しみに耐えなければならなかった犠牲者の名誉と尊厳を回復し、心の傷を癒すことを心から望む。
It is also my sincere desire that, with the conclusion of the negotiations on the "comfort Women' issue, the most challenging and difficult issue over history between Korea and Japan, we will be able to open a new chapter in the Korea-Japan relations in the new year with a new spirit of cooperation.
また、韓国と日本の歴史上、最も厳しく困難な問題である「慰安婦」問題に関する交渉の妥結により、新たな協力の精神で新年の韓日関係の新しい章を開くことができることを心から願っている。
